Job Description:
Position Summary: The Storage Tank Compliance leader role exists
to lead the strategy, development, execution, and management of
programs, policies, and procedures with the goal of achieving 100%
compliance with applicable existing and upcoming environmental laws
and regulations associated with storage tanks for all PTS
operations. The role's main responsibilities will be to build,
lead, and continually develop a team of environmental professionals
and third-party storage tank professionals and vendors to execute
initiatives to ensure our goal of achieving 100% compliance with
storage tank laws and regulations. This will include, but not be
limited to, building repeatable, reliable and scalable policies,
programs, procedures and processes ensuring QA/QC and continuous
improvement and integrating with business processes, developing
strong and collaborative relationships with leadership at the
internal and external department level, and with
providers/partners/vendors and regulators. Evaluating, implementing
and integrating digital solutions to manage storage tanks
consistent with the to be implemented Environmental Management
Information Systems; development and management of KPIs to gauge
program success; setting the specifications and design parameters
for upgrades, new, and replacement storage tanks to ensure
operability and compliance; and developing and implementing our
storage tank compliance strategy in line with business goals.
Environmental compliance is crucial to our customer relationship
and organizational reputation, and storage tanks are one of our
largest areas of exposure to environmental liability, necessitating
the appropriate level leader. Our customers outsource their
transportation needs to PTS and in turn, expect us to conduct this
work in compliance. Moreover, influencing at the regulatory and
legislative level can be impacted by environmental compliance
misses, and non-compliance can result in monetary and reputational
damage to the organization. Major Responsibilities: • Build and
lead a team with the requisite knowledge, experience, and skills
and be accountable for storage tank compliance. This includes but
not limited to performance management, training and development. •

development. • Focus on compliance will result in repeatable,
reliable, documented and scalable policies, programs, procedures
and processes ensuring QA/QC, continuous improvement, with the goal
of achieving 100% compliance. • Evaluate our current storage tank
programs, develop and implement a roadmap to achieving our goal of
100% compliance with applicable laws and regulations. This will
include developing and implementing: an accurate method of tracking
our storage tanks (including upgrades) from installation to closure
including testing, repairs, upgrades, removals and replacement •
Maintain up-to date records of tank maintenance, testing and
compliance audits. • Lead spill response and remediation efforts. •
Improve and manage our storage tank registration process;
developing processes to ensure the storage tank compliance team
effectively coordinates with Field Environmental Compliance
Specialists to address regulatory inspections. • Collaborate and
develop processes with the Environmental Project Manager,
Facilities, Energy & Fuel, Real Estate, and Operations teams on
upgrades, new, removed, and replaced storage tank systems • Develop
and enforce preventive maintenance programs to ensure tank
integrity and compliance. • Establish Environmental and Safety
protocols and ensure staff compliance and training with hazardous
material handling procedures. • Identify and partner with 3rd party
partners/vendors for compliance work and keep them accountable;
ensuring accurate and timely inspection, monitoring, testing, and
follow up; ensuring the appropriate written plans (e.g. SPCC, AST/
UST Monitoring Plan, etc...) are prepared and updated in a timely
manner. • Communicate with government agencies, regulatory bodies,
and community stakeholders about AST/UST activities. • Other
projects and tasks as assigned. Qualifications: Bachelors Degree
required in Environmental Science, Civil or Petroleum Engineering,
Geology, Energy Management, EHS, etc....) Experience in the storage
tank compliance field can be substituted for a preferred degree
program. Master's preferred. Experience in the storage tank

Professional Engineer; Storage tank A, B, C training; Industry
group (API, NFPA) and/or Equipment certifications (e.g. Veeder
Root, OPW, Franklin, Certified Hazardous Materials Manager CHMM
etc.) Minimum 10 + years experience in
multi-state/multi-jurisdiction AST/UST compliance, complete grasp
of storage tank laws and regulations and proven experience in
developing and implementing compliance programs, processes, and
procedures required. As well as 10+ years in a leadership role
required. Minimum 10+ years experience with implementing digital
applications associated with storage tank management systems,
installation of storage tanks and storage tank management systems
preferred. Advanced knowledge of storage tank compliance related
laws and regulations, storage tank program management, and how to
apply and embed compliance requirements into business processes.
Ability to manage multiple compliance requirements across a broad
geography Intermediate knowledge of how to apply technology to
storage tank compliance solutions Experience with EMIS systems
Navigate complex and varying storage tank compliance requirements
across a broad geography, educate and influence to build consensus

Engineering/Analytic/Mathematic skills Strong influencing and
negotiation skills Excellent written and verbal communication

quick decision-making skills. Regular, predictable, full attendance

necessary, work the required schedule, work at the specific
